This machine collides electrons and positrons at high energy. They annihilate and produce a b-quark and an anti-b-quark. These each bind with a "light quark" and produce a B-meson and an anti-B-meson (hence the names; B-Factory, KEKB, Belle ... notice the "B"s). The B-meson is matter, the anti-B-meson is anti-matter. Through a quantum mechanical process known as "matter anti-matter mixing" (technically "flavor mixing"), the matter can change into anti-matter, and vice-versa. Studying this may allow us to understand why the universe is made only of matter, and no anti-matter. Most physicists think that equal amounts of matter and anti-matter were produced in the Big Bang. So where did the anti-matter go? The B-factory (KEKB) may allow us to understand this.

There is a competitor (sister) machine at Stanford in Palo Alto, Calif. It is known as PEP-II and its analogue of Belle is known as BaBar (more "B"s... an anti-B-meson is also known as a B-bar....B-Bbar = BaBar the Baby Elephant)
